Why three engines
Tender documents are the worst documents in the world: broken tables, skewed scans, stamps over figures. A lone engine returns a number with the same confident face whether it's right or not.
Three independent engines read the same document and consensus exposes disagreement. When all three agree, you move on. When they don't, the field is flagged and a human decides. Doubt stops hiding inside a "data point" and becomes an explicit decision.
